Information for Delegates

Students interested in attending the conference should contact their school's Model Congress faculty advisor. If your school does not have a Model Congress club or similar, speak to a faculty member or contact us directly.

Choosing a Committee

After your faculty advisor has registered your school and before February 1, 2010, you should submit the Student Information Form, which is now closed.

Before the 15th of February, WMMC will return final committee assignments to your faculty advisor who will pass them on to you. We highly recommend you start thinking about and writing a bill to propose in committee soon thereafter.

Writing a Bill

After receiving your confirmed committee assignments, each delegate should prepare by writing a bill that they will introduce in their committee.

Each delegate is expected to submit the bill online in Word doc format. You can use the bill template available on the Bill-Writing Guidelines page to preview how your bill will look at the conference. The deadline to submit every bill is March 10, 2010.

We will be providing a list of general resources research to help you write a bill. Also, as the conference approaches, committee chairs will be publishing information to help you prepare for debate topics the committee is likely to discuss. To find your committee's page, visit the Programs page.

Parliamentary Procedure

The conference uses rules for debate during both committee and full House/Senate sessions known as Parliamentary Procedure.

William & Mary Model Congress' specific Rules of Procedure are available here; however, they will very closely approximate Parliamentary Procedure that is used at many other Model Congress and Model UN conferences along with most organizations and the real Congress that use Robert's Rules of Order.

Your school may be sponsoring informational and/or practice sessions to help you prepare for the conference.

Other Information

Students will be expected to follow the Code of Conduct while at the conference in addition to and rules from their school. Students will be expected to sign the bottom of the code of conduct and return it to their school's advisor.

Your faculty advisor will give you important information and deadlines for your specific delegation.
